    Cormack O'Connell, president of the Consolidated Union of Pilots and Dockworkers, reigns over all of the cargo coming through Boston Harbor. T'Phong Soh, a captain in the Boston street gang MS-13, is plotting to expand his trafficking operation by taking control of the harbor and knows he'll need to get rid of Cormack to do so.
